Introduction

The United Arab Emirates has introduced a groundbreaking piece of legislation that promises to reshape the landscape of traffic regulation in the country. Federal Decree-Law No. 14 of 2024, signed by His Highness Sheikh Mohammed Bin Zayed Al Nahyan, President of the UAE, marks a significant step forward in enhancing road safety, streamlining vehicle registration processes, and addressing the evolving needs of a modern transportation system.

Effective Date

It’s important to note that this new law will come into effect on March 29, 2025. This date is exactly 180 days after its publication in the Official Gazette on September 30, 2024, as stipulated in Article 52 of the Decree-Law. This six-month period allows ample time for authorities, businesses, and residents to prepare for the new regulations and make any necessary adjustments.

Key Provisions and Changes

Licensing and Registration

The new law introduces several important changes to the licensing and registration process for both drivers and vehicles. The Licensing Authority, as defined in the law, is now the central body responsible for issuing driver’s licenses, registering vehicles, and regulating their traffic on UAE roads.

One of the notable changes is the minimum age requirement for obtaining a driving license. According to Article 10 of the Decree-Law, individuals must be at least 17 years old to apply for a driving license. This provision aims to ensure that new drivers have reached a level of maturity conducive to safe driving practices.

Vehicle Insurance and Technical Inspection

Article 19 of the Decree-Law mandates that all vehicles must be insured by a licensed insurance company in the UAE before they can be licensed or have their license renewed. This requirement underscores the government’s commitment to protecting road users and ensuring financial responsibility in case of accidents.

Furthermore, Article 20 introduces stringent technical inspection requirements for vehicles. All vehicles must undergo a thorough technical inspection conducted by the Licensing Authority or authorized Inspection Centers before registration or license renewal. This measure aims to ensure that only vehicles in good technical condition and compliant with approved specifications are allowed on UAE roads.

TRAFFIC LAW

Traffic Control and Safety Measures

The Decree-Law places a strong emphasis on traffic control and safety. Article 4 requires all road users to observe traffic signs, rules, and etiquette established to regulate traffic. It also mandates compliance with orders and instructions issued by members of the Traffic Control Authority.

Article 5 outlines specific obligations for vehicle drivers, including the requirement to show their driving license and vehicle license data when requested by the Traffic Control Authority. Drivers are also obligated to provide first aid to injured persons in the event of an accident, if they have the necessary medical knowledge.

Penalties and Enforcement

Chapter Six of the Decree-Law details the penalties for various traffic violations. These range from fines to imprisonment, depending on the severity of the offense. For instance, Article 35 stipulates that driving under the influence of alcohol or psychotropic substances can result in imprisonment and a fine of up to 200,000 AED.

The law also introduces measures to combat reckless driving. Article 38 outlines penalties for fleeing the scene of an accident, which can include imprisonment for up to two years and a fine of up to one million AED.

Technological Advancements

Recognizing the role of technology in modern traffic management, Article 44 of the Decree-Law allows for the use of modern technology to achieve traffic safety and issue violations against vehicles and persons. This provision paves the way for the implementation of smart traffic systems and automated enforcement mechanisms.
